2. Historical Background
Constructed by Emperor Kangxi as a hunting lodge, the resort evolved into a royal summer capital under Emperor Qianlong. Designed to foster harmony between the Manchu rulers and ethnic minorities, it hosted Tibetan lamas, Mongol nobles, and court officials. The resort's temples, such as the Putuo Zongcheng, strengthened Qing ties with Tibet. By the late Qing era, it declined but was revived in the 20th century as a protected heritage site.
